Role Overview
Samara is building world-class hospitality and construction projects on one of Indonesia's most exciting — and most logistically demanding — islands. As our Project Quantity Surveyor, you will own the full commercial lifecycle of construction projects from initial cost planning through to final account, doing so in an environment where supply chains are unpredictable, imported materials face port delays, and local subcontractor markets are still maturing. This is not a desk role in a corporate tower — it is a frontline commercial position where your ability to price risk, negotiate hard, and engineer cost solutions on the fly is just as important as your spreadsheet accuracy. Key Responsibilities
Own and maintain the full cost plan from pre-contract through to final account on multiple concurrent construction projects, ensuring real-time visibility of budget position against actual spend in an environment where material prices and availability shift frequently.
Lead procurement of subcontractors and suppliers across Lombok and the wider Indonesian market, navigating limited local supply bases, inter-island logistics costs, and import duty implications to secure best commercial value without compromising programme or quality.
Administer contracts under standard Indonesian construction frameworks as well as any international contract forms (FIDIC, NEC, bespoke), issuing instructions, managing variations, and resolving claims with discipline and fairness.
Prepare and issue interim payment certificates, assess subcontractor applications for payment, and manage cash flow forecasting in close coordination with the Finance team — accounting for the reality that island-based payments and supplier credit terms often differ from mainland norms.
Conduct rigorous value engineering sessions with the design and site teams, identifying cost-saving opportunities that preserve Samara's luxury finish standards while responding to material substitutions forced by supply chain disruption.
Maintain a live risk and opportunity register for each project, proactively flagging commercial exposure caused by shipping delays, currency fluctuation on imported goods, or scope creep from client-driven design changes.
Build and maintain a costed rate library and supplier database relevant to the Lombok construction market, contributing institutional knowledge that improves estimating accuracy across all future Samara projects.
Support tender processes by preparing bills of quantities, tender documents, and bid analysis reports, and lead commercial negotiations with preferred bidders through to contract award.
Produce clear, concise monthly commercial reports for the Construction Director and senior leadership, translating complex cost data into actionable decisions without hiding bad news.
Mentor and develop junior commercial staff on site, embedding cost discipline and SOP compliance across the construction team in a frontier environment where informal practices are common.
Requirements
Degree in Quantity Surveying, Construction Economics, Civil Engineering, or a closely related discipline.
Minimum demonstrated experience managing the complete cost plan, procurement, contract administration, and final account on at least one construction project — candidates must be able to describe the project type, contract value, key commercial issues encountered, and the final budget and timeline outcome in detail during interview.
Proven experience working on construction projects in remote, developing, or island locations where standard supply chains and subcontractor availability cannot be assumed.
Demonstrated ability to administer construction contracts (including variation management and final account settlement) without close supervision from a commercial director.
Full professional working proficiency in English; Bahasa Indonesia is strongly advantageous for direct subcontractor negotiation in the Lombok market.
Willingness and confirmed ability to be based full-time, onsite in Lombok — candidates who require regular city access or are unwilling to operate in a frontier infrastructure environment will not be considered.
Nice to Have
Chartered or working-toward-chartered membership of RICS, AIQS, or an equivalent professional body.
Previous experience on hospitality, resort, or high-end residential construction projects where luxury finish standards intersected with commercial cost control.
Familiarity with Indonesian construction law, subcontract norms, and PUPR regulatory frameworks.
Experience managing the commercial implications of imported materials including freight cost modelling, customs duty calculation, and lead-time risk pricing.
Exposure to FIDIC or NEC contract forms in an emerging-market context.
Working knowledge of construction project management or QS software such as CostX, Buildsoft, Procore, or equivalent platforms.

5–8 years in a Quantity Surveying or commercial construction role, with at least 2 years in a remote, island, or frontier construction environment and demonstrable end-to-end ownership of a project commercial lifecycle.
Reports directly to the Construction Director; works in close daily coordination with Project Managers, Site Engineers, and the Finance team; interfaces with external contractors, suppliers, and consultants.
