MANAGER HSE SMELTER OPERATIONS

(National – Site Based)



Some of your duties will include

Manage and oversee all HSE functions within the Smelter area, including Environmental Management, Occupational Health and Safety (OHS), to ensure regulatory compliance, operational readiness, asset protection, and safe working conditions; Provide strategic direction, coordination, and governance to maintain high standards of environmental performance, OHS that support uninterrupted operations and company objectives; Coordinate with Fire and Emergency Response requirements within Smelter Operation with Manager SHLP, and also Security requirements with Manager Security Operations, in create an operational excellence within Smelter Operations area
Environmental Management
Ensure all environmental operations comply with applicable environmental regulations and internal standards, including AMDAL, technical permits (Pertek and Rintek), and reporting requirements.
Monitor, evaluate, and ensure adherence to environmental performance indicators, waste management, emissions, water quality, and related control programs within the Smelter.
Oversee the implementation of environmental monitoring, measurement, and reporting activities led by the Environmental team.
Coordinate environmental audits, inspections, and follow-up action plans to maintain compliance and continuous improvement.
Security Management
Coordinate with internal and external stakeholders (government, law enforcement, contractors) on matters involving site security and emergency coordination
Safety & Fire Emergency Services
Lead and drive the implementation of Health and Safety strategies, policies, standards, and programs across Smelter Operations to ensure a safe, compliant, and high-performing workplace.
Develop, implement, and continuously improve safety management systems in alignment with company requirements, regulatory obligations, ISO standards, and industry best practices. Ensure compliance with applicable safety regulations, company procedures, and operational standards while supporting uninterrupted and sustainable business operations.
Provide strategic leadership in hazard identification, risk assessments, critical control management, and incident prevention initiatives across smelter operations.
Lead incident investigations, root cause analyses, corrective action programs, and safety performance reviews to drive continuous improvement and organizational learning.
Coordinate the development of emergency response strategies, rapid intervention plans, and site-wide safety awareness.
Coordinate the readiness and performance of Fire & Emergency Response operations, including fire systems, equipment inspections, emergency drills, and incident investigation support.
Ensure effective reporting and follow-up of incidents, hazards, investigations, and safety KPIs.
People & Stakeholder Management
Lead, coach, and evaluate the performance of Superintendents to ensure effective supervision, compliance, and delivery of departmental objectives.
Encourage cross-functional communication between Environmental, and Safety across site wide with Security, SHLP and also Main Environmental Department.
Develop team capability through training, mentoring, and succession planning.
Collaborate with internal and external stakeholders, including regulators, contractors, and emergency response agencies to integrate safety requirements into operational planning, projects, and day-to-day activities strengthen safety performance and operational excellence.
Planning, Budgeting & Reporting
Develop annual work plans, budgets, and resource needs for all OHSS and Environmental functions.
Monitor and control spending to ensure cost efficiency and alignment with company financial guidelines.
Provide regular reports on environmental compliance, security status, safety performance to management.
Manage safety audits, inspections, compliance reviews, and follow-up actions to ensure ongoing regulatory and company compliance.
Monitor, analyze, and report safety performance metrics, trends, and leading indicators, providing recommendations to site leadership and key stakeholders.
What skills and experience do you need?

Bachelor’s degree in Occupational Health & Safety, Engineering, or a related discipline.
Minimum 15 years of experience in Health, Safety, Environmental and security operational risk management, or related HSESS functions within mining, smelting, oil & gas, processing plants, or heavy industrial environments; Previous experience within a smelter, minerals processing, mining, or heavy industrial environment will be highly advantageous.
Minimum 5 years of leadership experience managing HSESS teams and programs within complex industrial operations as Manager HSESS Operations.
Professional certifications in Environmental Management, Occupational Health & Safety (SMK3/ISO 45001), Environmental Management System (ISO 14001), Fire & Emergency Management, Risk Management, Security Management, or related disciplines will be highly regarded.
Demonstrated leadership experience and capability in managing multidisciplinary teams, building organizational capability, and driving high-performance outcomes of occupational health and safety management systems, incident investigation processes, emergency preparedness programs, and operational risk controls.
Strong understanding and proven ability to develop, implement and continuously improve occupational health, safety, environment and security policies, procedures, legislation, regulatory compliance requirements, and international management system standards frameworks across operational environments.
Strong understanding of environmental regulations, AMDAL requirements, Pertek/Rintek permits, and environmental compliance standards, with the ability to interpret and apply them effectively in operational environments.
Demonstrated ability to oversee environmental monitoring programs, regulatory reporting processes, environmental audits, and compliance assurance activities.
Proven capability in evaluating and improving waste management, emissions control, water management, and environmental performance systems.
Solid knowledge of safety management systems, risk management principles, hazard identification, incident investigation, and corrective action processes.
Strong capability in hazard identification, risk assessment, critical control verification, and safety assurance processes.
Experience leading incident investigations, root cause analysis, corrective action implementation, and safety performance improvement initiatives.
Ability to analyze and evaluate operational risks and provide practical, risk & strategic - based recommendations to support business decisions.
Strong understanding of site-wide security operations, including access control systems, CCTV monitoring, security incident management, and emergency response coordination.
Ability to assess security threats and operational risks and implement effective mitigation strategies, preventive measures, and security improvement initiatives.
Strong understanding of emergency preparedness and response programs, including fire prevention, fire response planning, rapid intervention activities, crisis management, and emergency management systems.
Ability to evaluate the effectiveness of fire protection systems, firefighting equipment, emergency response teams, and emergency readiness programs.
Excellent stakeholder management, communication, and influencing skills, with the ability to engage effectively across all levels of the organization
Strong commitment to operational excellence, regulatory compliance, risk management, and continuous improvement.
Experience in budget planning, cost control, resource allocation, and optimizing operational effectiveness.
Fluent in both English and Bahasa Indonesia, with the ability to prepare professional reports, facilitate operational management discussions, and deliver executive-level presentations.


Working Location : Site Based - West Sumbawa

Working Schedule : Regular working days 5:2 (Monday-Friday)
