Role Overview

**Role Purpose

Provide continuous, hands-on supervision of assigned infrastructure work fronts. The Infrastructure Construction Supervisor checks that work is executed safely, in the correct sequence and in accordance with the latest approved drawings, levels, specifications, materials and methods. The role identifies issues at the point of work, secures immediate correction where appropriate and escalates matters before they become defects or rework. Key Accountabilities • Maintain consistent field presence at assigned work fronts and observe contractors, subcontractors, labour and equipment activities. • Confirm that the latest approved drawings, method statements, inspection requirements and daily instructions are available and understood before work starts. • Check survey marks, benchmarks, levels, dimensions, gradients, alignment and interfaces with Survey support before and during construction. • Inspect excavation, formation, compaction, reinforcement, formwork, concrete placement, drainage installation, backfilling, finishes and protection before work is covered or accepted. • Check that materials delivered and used match approved requirements and that delivery tickets, certificates, samples and test requests are recorded. • Witness routine inspections and tests with the QC Inspector, contractor and laboratory as required. • Identify unsafe practices, poor workmanship, incorrect sequencing, unapproved methods and conflicts with drawings immediately. • Stop and report unsafe or clearly non-compliant work; prevent covering until required inspections or evidence are complete. • Raise defects, technical queries and non-conformances with clear photographs, locations, dimensions and factual descriptions. • Verify minor rectification and report significant or repeated defects to the assigned Site Manager and QC Inspector. • Record daily manpower, equipment, weather, quantities, activities, delays, constraints and progress. • Conduct or support pre-start briefings and ensure the work crew understands the day's method, quality requirements and safety controls. • Monitor housekeeping, access, erosion and sediment controls and protection of completed works. • Coordinate the daily tasks of assigned Field Assistants and verify the accuracy of their records. • Support snagging, measurements, as-built verification and handover inspections. Operating Rhythm • Remain at or near the active work face for most of the working day. • Complete pre-start checks, critical-stage inspections and end-of-shift records for each assigned work front. • Escalate immediately rather than waiting for the daily report where safety, quality or technical compliance is at risk. Decision Authority • Stop unsafe or clearly non-compliant work. • Prevent work from being covered until required inspections, tests or approvals are completed. • Require immediate correction of minor workmanship or housekeeping issues. • Escalate significant defects, design conflicts, unapproved changes, contractor non-performance or resource shortages. • The role may not approve design deviations, substitute materials, commercial variations or major methodology changes. Role Boundaries This role owns • Continuous control of assigned work fronts. • Accurate checking and daily field records. • Immediate identification and escalation of defects and risks. • Verification that inspections occur before work is covered. • Daily direction of assigned Field Assistants. This role does not replace • Area-wide programme, contractor commercial management or recovery planning. • Approval of designs, deviations, materials or major methods. • Independent quality acceptance or laboratory certification. • Survey certification or final quantity approval. Key Interfaces • Head of Infrastructure Delivery and assigned Infrastructure Site Manager. • Infrastructure QC Inspector and Field Assistants. • Survey, HSE, Planning/Project Controls, contractors, subcontractors and laboratories. Qualifications and Experience • Diploma or bachelor's degree in Civil Engineering, Construction or a related technical discipline; strong equivalent practical experience may be considered. • Minimum five years of practical civil or infrastructure construction experience. • Strong preference for contractor-side experience as a Site Engineer, General Foreman, Civil Supervisor or equivalent. • Practical experience in at least three of the following: earthworks, roads, drainage, concrete, retaining structures, slope works, utilities or external works. • Ability to read civil drawings, use basic survey information and understand construction tolerances. • Familiarity with inspection checklists, testing requirements, method statements, RFIs, NCRs and daily reporting. • Good written and spoken Bahasa Indonesia; basic working English is preferred. • Able to use Microsoft Office, mobile reporting tools and photographic site records. Key Performance Measures Inspection: Critical stages are checked before covering, concreting, backfilling or acceptance. Defect prevention: Issues are identified early and repeat defects or avoidable rework reduce. Technical accuracy: Levels, dimensions, gradients, alignment and materials are checked accurately. Daily control: Work fronts are continuously supervised and risks are escalated immediately. Records: Daily reports, photographs, quantities, tickets and inspection evidence are complete and reliable. Safety and environment: Unsafe work is stopped and housekeeping, access and environmental controls are maintained. Field support: Field Assistants are used effectively and their records are checked.
