Overview:
The MERL Specialist is responsible for designing and implementing impact assessment frameworks to measure program effectiveness and outcomes. This role oversees systematic data collection, analysis, and learning processes, including mentoring and learning delivery evaluations. Working closely with the Project Lead and Chief Operating Officer (COO), the MERL Specialist produces evidence-based studies and insights to support strategic decision-making, program improvement, and organizational learning.
Key Responsibilities:
Design and implement MERL frameworks, indicators, and tools to evaluate learning processes, mentorship quality, and program delivery.
Lead qualitative and quantitative data collection, management, and analysis across program phases.
Develop evaluation studies and effectiveness assessments aligned with program objectives and stakeholder needs.
Produce clear evaluation reports, learning briefs, and analytical outputs to support accountability and program refinement, with the primary deliverable being a comprehensive impact assessment study.
Translate findings into actionable insights for improving curriculum, mentorship, and overall program quality.
Ensure data quality, ethical standards, and methodological rigor in all evaluation activities.
Collaborate closely with the Project Lead, COO, and program team throughout implementation.
Requrements:
Bachelor’s or Master’s degree in a relevant field such as Monitoring & Evaluation, Education, Social Sciences, Economics, Public Policy, Statistics, Data Science, or Public Health.
Candidates with strong, relevant professional experience in monitoring, evaluation, or learning research may be considered even if their degree is from a different discipline.
Minimum 3 years of professional experience in monitoring, evaluation, learning, research, or program assessment
Proven experience working on education, training, research, or capacity-building programs
Experience in donor-funded projects, including compliance with monitoring, evaluation, and reporting requirements
Hands-on experience in collecting, analysing, and reporting data for projects with similar donor expectations
Experience collaborating with project leads, implementers, or senior stakeholders
Ability to design monitoring, evaluation, and learning (MEL) frameworks and impact assessment approaches
Ability to develop indicators, data collection tools, and evaluation instruments
Strong qualitative and quantitative data analysis skills
Ability to synthesize findings into clear evaluation reports and learning outputs
Strong analytical thinking and structured report-writing skills
Ability to communicate findings clearly to both technical and non-technical audiences
Strong attention to data quality, ethics, and methodological rigor
