Key Responsibilities
The Gender Equity, Disability and Social Inclusion Specialist will maintain and enhance the role and positioning of Wahana Visi Indonesia in transformational development, advocating for and responding to Education needs in Indonesia in alignment with national strategy related to Gender, Equity and Social Inclusion (GESI).
The Gender Equity, Disability and Social Inclusion Specialist position will responsible to support the execution of national strategy through the programs by becoming a focal point for the gender and disability inclusion; and to ensure that child as a focus of organization ministry will get a proper attention accordingly to organization commitment and direction; especially for the protected children and adult beneficiaries in the difficult or special circumstances as well as by providing a comprehensive analysis of government & non-government policies, research findings, and publications on some issues related to WV IDN advocacy works at local, regional and national levels in alignment with the global center and national office strategies and policies.
Strategy Development & Planning
Carry out gender and disability analysis throughout project life cycle and provide analysis report aligned with WV National Strategy, Technical Program, and the project plan.
Identify gender and disability issues (such as discrimination, gender disparity, and the rights of girl/women for access and quality health/education) and s to develop and design gender and disability advocacy strategy and plan which related with both development and disaster management. The strategy and plan should include media and public campaign, initiate network on specific issues, raising awareness and capacity building, influence government in different levels including provincial to village, and community-based advocacy.
Design and deliver realistic and pragmatic gender strategies and programming interventions in program design including proposals that will lead to positive gender equality outcomes.
Resource Acquisition & Management
Develop proper Detail Implementation Plan, Term of Reference, Budget for assigned activities and implement them in coordination with relevant specialists.
Work with DPI Team for development of project proposals.
Capacity Building
Serve as a resource person on gender and disability issues related to project implementation in collaboration with other Internal department and partners.
Build the capacity of the project and target partners to enable them to identify and address critical gender and disability -related issues in disaster preparedness and management through training, workshop etc. to ensure the achievement of high-quality programming.
Provide technical advice to the project to ensure integration of gender and disability in program interventions and full compliance with gender policy and progress towards achieving integration of gender in program implementation
Participate in practitioner networks / working groups, to ensure ongoing learning on good practices & sectoral standards relevant to assigned programs/projects.
Accountability & Quality Assurance
Conduct gender assessments, reviews and audits to assess ways to continually target involvement in program activities in ensuring GESI.
Provide technical support, tools, appropriate methods and approach to ensure project quality related to gender and disability.
Increase project implementation that integrate gender and disability mainstreaming within project logical framework aligned with the gender and disability advocacy strategy and plan developed for this project.
Build the capacity of the project and target stakeholders/partners to conduct effective analysis from regular Monitoring & Evaluation, produce good documentation, and document lesson learned.
Ensure that child well-being as a central issue and being integrated into advocacy works in the project.
Submit monthly report, monitor progress for assigned project activities and indicators, and contribute to regular reflection on monitoring practice to make improvement against gender indicators and disaggregate data by gender to analyze results within each domain.
Identify, document, disseminate and promote promising practices of gender and disability mainstreaming in disaster preparedness and management in the target project areas in provincial, national and international level.
Networking & Coordination
Act as organization representative on gender issue in local/international networking/coordination
Communicate effectively Wahana Visi Indonesia’ identity, mission, vision, values and our approach to work in ways that are contextually appropriate and clear.
Develop, contribute and maintain strong relationships, coordination and collaboration with target stakeholders, networking including the Ministry of Woman Empowerment and Child Protection, government in provincial to village level, UN Agencies, key I/NGOs CSO and other related institutions
to promote gender and disability inclusion,
to represent WV in donors/partners and other meetings as appropriate.
for shared learning, joint implementation and leveraging of similar gender and disability interventions.
Participate at national to provincial/field level events Build relationship with the WV Global Centre, Regional and strategic partners to support the quality of gender and disability in WV Indonesia.
Work closely with other team members and within MQI Department, other departments, zone offices and AP team members in providing technical support for gender and disability in programming.
Management & Leadership
Submits periodical/monthly accomplishment report Monitor the context of target areas on an ongoing basis and recommend adjustments to program plans and management in light of changing context, resources, and opportunities.
Monitor project expenses against budget for target areas and provide recommendations for over / under-spending.
Build and maintain positive spirit of working in team environment, facilitate effective teamwork with other staff in respective department and across departments
Requirement
An understanding of Human Rights and specifically Women and Child rights including CEDAW and Social Justice Issues and gender equity and disability issues.
Preferably master’s degree in Gender, International Development, Social Works, Law, or relevant degree; or Bachelor Degree with at least 3 year experiences in humanitarian aid or gender works for in-country and international position
A minimum of 3 years working experience in gender, disability, and public policy related projects with proven leadership experience.
Good understanding and working experience of development, advocacy, and emergency affairs approaches.
Good understanding of legal instruments both at the international and national level in relation to gender and disability practices and guidelines
Proven track record as a trainer and capacity builder in gender and disability.
Good English skill with min. TOEFL score 500
Ability and willingness to travel domestically and internationally as required, to visit project sites, attend meetings, and engage with stakeholders, sometimes in remote or challenging locations.
Cultural sensitivity and an understanding of the local context.
