Scope of Work:

The HSE Coordinator – Commissioning & Operation Readiness is responsible for ensuring that all health, safety, and environmental (HSE) aspects are fully integrated into the commissioning and startup phases of the new plant expansion. This includes reviewing and closing out safety studies, ensuring risk registers and emergency preparedness are robust and complete, and embedding operational risk management practices before and during commissioning.


Key Responsibilities:

Hazop/Hazid Reviews:
Review Hazard and Operability (Hazop) and Hazard Identification (Hazid) studies; ensure the identified controls are implemented correctly, identify any gaps, and develop additional mitigation measures where required.

Critical Risks Management:
Review and ensure compliance of critical risks and controls with Indonesian legislation and company (Amman) standards.

Risk Register Management:
Develop, review, and maintain a comprehensive commissioning and operational risk register.

Commissioning Risk Assessments:
Lead and conduct formal risk assessments associated with commissioning activities, including non-standard or high-risk operations.

Operation Readiness Risk Mitigation Plan:
Develop and implement an Operations Readiness Risk Mitigation Plan aligned with commissioning schedules.

Residual Risk Management:
Manage and track residual risk items, ensuring they are addressed or controlled to an acceptable level before handover.

Emergency Preparedness:
Ensure the new plant has effective emergency preparedness measures including muster points setup, operational sirens, Emergency Medical Team (EMT) documentation, and training.

Lock-Out Tag-Out (LOTO):
Verify availability, suitability, and deployment of LOTO equipment for safe commissioning activities.

Confined Space Management:
Create and maintain confined space register; develop and validate confined space rescue plans.

Hazardous Substance Control:
Review handling, storage, and management procedures for hazardous substances in the new plant facilities to ensure compliance and safety.

Training & Awareness:
Conduct HSE inductions, refresher training, and awareness campaigns specific to commissioning activities.

Reporting:
Prepare regular HSE reports for the Commissioning Manager and the broader project management team, highlighting risks, incidents, and safety performance.

Requirement:

Education

Bachelor's Degree in Occupational Health & Safety, Engineering, Environmental Science, or a related field.

Experience

Minimum 10 years of HSE experience in heavy industries (mining, oil & gas, or large-scale processing plants).

At least 5 years’ experience specifically in commissioning and operations readiness environments.

Certifications

Preferred: NEBOSH International Certificate/Diploma, AK3 Umum Certification, Confined Space Entry & Rescue Training, Risk Assessment Training.

Technical Skills

Strong knowledge of Indonesian HSE legislation, Risk Management principles, Emergency Response Planning, HAZOP/HAZID methodologies, LOTO systems, Hazardous Material Management.

Leadership Skills

Demonstrated leadership capability in managing HSE activities in a high-risk commissioning environment.

Language

Fluent in Bahasa Indonesia and English (written and spoken).

Other

Physically fit to work in mining site conditions. Excellent interpersonal, facilitation, and coaching skills.
